When billing the master billing record is updated to the new expire =
date, but the service expire date stays the same...

Do the service expire dates need to be "blank" for them to use the =
master billing record expire dates?

I have MANY users that can not get on this morning with "good" master =
billing record expire dates, but "bad" service expire dates.
